The program focuses on better understanding the causes of high rates of early grade dropouts. It uses implementation and impact research to test intervention models that combine various School Health and Nutrition (SHN), Early Childhood Education (ECE) and education quality interventions. Through a sophisticated monitoring and evaluation system and ongoing research, Lao Educational Access Research and Networking (LEARN) will be able to assess which intervention model is most effective in terms of student reach, cost per child, scalability and impact on early grade retention and learning. The ultimate objective of the program is to improve the learning outcomes and retention rates of boys and girls in early grades 1 and 2 of primary school in Oudomxay and Luang Prabang Provinces, which is in line with Ministry of Education and Sports (MOES) plans and objectives. LEARN will directly support MOES in achieving its 2016-2020 policy objectives related to increasing the efficiency and effectiveness of the education system by reducing dropout and repetition and improving learning in the early grades of primary school.
