Dubai Cares, in partnership with UNICEF, designed a program to address the high levels of exclusion of children based on ethnic and economic factors. The program aimed to strengthen the capacity of communities to develop both short- and long-term responses to increase equality and inclusion of children through a multi-dimensional approach that involved all community actors, including children, service providers, parents, and municipal governments. The process of sustaining systemic change in communities was achieved through professional development, training, and workshops for service providers working with children, as well as through the development of documents such as standards, modules, and analyses to support program implementers.
