Dubai Cares joined forces with the Brookings Institution’s Center for Universal Education and the UNESCO Institute for Statistics through the Learning Metrics Task Force (LMTF) to help reshape the global education agenda—from focusing solely on access to education, to prioritizing access plus learning.
As both a strategic and financial partner, Dubai Cares played a pivotal role by providing bridge funding to sustain the LMTF Secretariat, supporting the development of global frameworks and tools to measure learning outcomes, and championing the integration of learning metrics into the post-2015 education agenda—now reflected in Sustainable Development Goal 4 (SDG 4).
This partnership positioned Dubai Cares as a global thought leader in education policy, embedding us within a coalition of over 80 organizations across 70 countries. Together, we contributed to the creation of robust assessment systems and built consensus around key learning domains and indicators.
Conducted in two phases between 2012 and 2016, the LMTF’s work directly informed the SDG 4 targets and left a lasting legacy through initiatives like Learning Champions, ensuring that quality learning remains at the heart of global education efforts.
